It is a key wind fusee mechanism that winds smoothly and keeps good time (Tested working - Key required) Date lettering suggests this piece being by a rather flourished letter 'N'. Similar embellished engraving of the word 'LONON' on the movement housing case can be seen and on the movement the name 'Parkinson & Co, Cornhill and serial No: can be found engraved.
