Carrera valour mtb needs attention

Carrera valour mans mountain bike does need attention. White,red,black 21 gears. V brakes.front suspension. The wheels have been changed to a 26" when I got it. Needs proper 27.5 wheels put back on it because even though it is rideable the brakes are not sitting on the rim of the wheel to stop but on the rubber of tyre because they fall short.
