I bought this poor young chap in a job lot of budgies he had been bullied into living on the cage bottom and i wasn't sure if he could fly (he can lol) I've placed him on his own in another cage,but it has nasty plastic perches which are the wrong size for his feet,he could do with a larger cage and a friend of his own kind to give him confidence. doesn't look like he's had much attention. He's up off the floor today as you can see,but he's climbed up using the ladder so that's a start I didn't buy him to keep but did have to pay for him.
