Management by Objectives - Führen durch Zielvereinbarung: Zielsetzungen haben in der heutigen Unternehmenspraxis stark an Bedeutung gewonnen (Deich, ): Das Setzen, beziehungsweise das Vereinbaren von Zielen steigert Motivation und somit die Arbeitsleistung von Mitarbeitern (Kleinbeck, ) und findet heute zahlreiche Anwendungsformen in Unternehmen. Peter Drucker entwickelte mit MbO bereits in den 50er Jahren ein Führungskonzept, das von der motivierenden Wirkung von Zielen ausgeht und diese anwendet: MbO will durch die Angleichung von Unternehmens- und Mitarbeiterzielen mit Partizipation der Mitarbeiter und Beurteilung über den Grad der Zielerreichung die Arbeitsleistung maximieren und somit die Produktivität einer Organisation steigern (Gmür & Thommen, ). Heute wird der Begriff 'Management by Objectives' kaum noch verwendet. Die Einzelkomponenten des Konzeptes sind jedoch empirisch als wirksam erwiesen (Rodgers & Hunter, ) und sind auch heute Gegenstand von weitläufig akzeptierten und praktizierten Konzepten, wie der Zielsetzungstheorie. Diese impliziert gleiche Wirkungsmechanismen von Zielen und Motivation wie das MbO (Kleinbeck, ). Die Akzeptanz und das Einsatzspektrum von Zielvereinbarungen haben sich vergrößert und beschränken sich nicht ausschließlich auf die Führung von Personal. Somit kann man MbO als maßgebendes Führungskonzept bezeichnen, welches bis heute Relevanz zeigt. Jedoch muss dieses auch kritisch betrachtet werden: In Untersuchungen äußerten sich einige Unternehmen negativ über MbO und verzeichneten Produktivitätseinbußen. Dinesh & Palmer () bezeichnen die Einführung aufgrund ihrer Studie als Fehlschlag und Misserfolg. In dieser Arbeit möchte ich erörtern, warum das Setzen von Zielen alleine nicht zum Er-folg führt. Es werden Faktoren dargestellt, welche die Akzeptanz und vor allem die Zielsetzung des Management by Objectives beeinträchtigen und Voraussetzungen erläutert, die er-füllt sein müssen, damit das Konzept seine Zielsetzung und eine dauerhafte Implementierung erreichen kann. Des Weiteren werden die Zielsetzungstheorie und das Konzept des Managements by Objectives in ihren wichtigsten Komponenten verglichen und Gemeinsamkeiten und Unterschiede erörtert.
