The elastic is in the middle which makes both ends stretch as you do it up and evens the pressure.  Some wear to the leather, I think something chewed the end of it basically, but it's fine to use and the damage is very minimal.  Buckles in excellent order and it's padded.  Just doesnt fit my current horse saddle combination.  Will be oiled and soaped prior to posting.
