When in October the first world war came to its end, and there was a risk of a military demise, Von Baden was appointed by Emperor Wilhelm II to new Chancellor. He reduced the influence of the army and the emperor on the government (the so-called October reforms), promised general elections, ended the u-boat war and fired Ludendorff on October 26. After several fruitless attempts to move Emperor Wilhelm to abdication on November , Von Baden arbitrary proclaimed the resignation of the emperor as the head of state of Germany, without Wilhelm had given his permission to do so.
