10 speed Men's racer bike - needs some repairs - would suit

I'll list the positives: Great, sturdy frame. Front wheel is recently bought. Chain recently replaced and in good condition. 10 speed, fine gear system. Has lasted me 3 years with hardly any problems. Now the issues! Brake cable doesn't work (see me holding the frayed wire), other brake is fine. The back wheel has a puncture and I feel like the bearings are going. You won't be able to ride it away but (FYI) Surrey Quays overground is a 10 minute walk away.
