2 male budgies & full set up

Unfortunately having to sell my 2 male budgies as working longer hours i dont have time to interact with them or let them fly about which isnt fair on them as they like to fly around the living room or sit on the window sill. The green one is 9months old and is tame however he doesnt have a tail so cannot fly very far (we bought him from a pet shop when when he was 7 weeks old and was told it would grow but it never has, but it doesnt effect him hes a happy bird).
